What: Sign up to be a poll worker on election day.
Who: Anyone who is 18 years old and registered to vote can be a poll worker.
When: Tuesday, November 3rd from 6:00am until the ballots are picked up at the end of the night.
Where: Polling locations will be assigned by the City Commissioners office
Why: Poll workers are essential to an efficient election. You can help make sure everyone can vote quickly and easily on election day.

The new COVID-19 app: the promises and the tradeoffs

As we wait for scientists to produce a COVID-19 vaccine, contract tracing is one of the most reliable ways to stop the spread. Now, Pennsylvania and Delaware have also released a new “exposure notification app” to let users know if they’ve been near someone who’s tested positive for the virus. New Jersey is piloting its app on college campuses.
WHYY health and science reporter Alan Yu explains this could help reach people traditional contact tracing isn’t — but there’s a tradeoff: The privacy protections put in place to convince more people to download the app could make it much more difficult to know how effective it is.

Contact Tracing Update (Week Ending 9/26): Of 664 cases reported and not managed by partner organizations: 64 percent were reached and agreed to participate; 7 percent did not have a phone; 21 percent were unable to be reached; 3 percent refused; and 5 percent of cases were closed because of a long delay from test to initial report. Of the contacts named, 74 percent were reached & agreed to quarantine

Mail voting works, but what if you applied for a ballot and now want to vote in person?

If you ballot got lost, didn’t arrive, or you just prefer to head to the polls, here are your options.
If you applied for a mail ballot but decided you want to vote in person instead, you’re not alone.
To be very clear: the mail voting system is legit. This is the first general election with no-excuse mail ballots in Pennsylvania, but vote-by-mail has been around for years in many U.S. states, and went off without a hitch before the coronavirus was a twinkle in 2020’s eye. Nationwide, there is almost no evidence of mail voting fraud. In Pa., just gotta make sure your ballot isn’t naked — aka that it’s sealed in the secrecy envelope and the outer postal envelope — and then sign the back, and everything should work just fine. Even this late in the game, Pennsylvanians who were planning to cast ballots remotely can switch to doing it in person, if that makes you feel more comfortable.

Or maybe enumerators have come to your door repeatedly. During dinner. The good news then is that these pleas will end soon, once the final deadline is reached. The bad news is that, as of this week, less than 54% of households in Old/South Kensington have responded. This response is nearly 10% lower than 2010 numbers. The result will be less funding and less representation for our neighborhood and our city at a really critical time in history. So please complete your census and consider taking the time to make sure your friends and neighbors have done the same. Especially if you live in an apartment or condo building where enumerators have not been able to knock on doors.There are 3 days left.

On behalf of G. Lamar Stewart, Chief of Community Engagement at the Philadelphia District Attorney's Office, I am pleased to invite you to our next Virtual Community Stakeholders Town Hall. The Virtual Town Hall for community leaders and stakeholders in Philadelphia's East, Northeast and Northwest Police Divisions will be taking place via Zoom next Tuesday (September 29th) from 11:00am - 12:30pm.
The topic of this month's Virtual Town Hall is "Services and Support for Seniors." First Assistant District Attorney Carolyn Temin, Supervisors from the Elder Justice and Private Criminal Complaint Units, and subject-matter experts from partner agencies will serve as panelists at this month's Virtual Town Hall. They will be sharing information about how the DA's Office seeks to protect and support Philadelphia's senior citizens, and will provide information about various resources and services available to Philadelphia seniors. They are also looking forward to answering questions submitted by attendees in advance of next Tuesday's Virtual Town Hall.

Pennsylvania launches new state-based health insurance marketplace, Pennie

Pennie replaces Healthcare.Gov and will improve access to coverage and increase affordability
Pennsylvanians can begin shopping for health and dental coverage through Pennie at the start of Open Enrollment on November 1, 2020. This year, Pennie extended the 2021 Open Enrollment Period which will run from November 1, 2020 through January 15, 2021. Pennsylvanians currently enrolled through HealthCare.gov will be transitioned to Pennie for their 2021 coverage. Pennie’s goal is to make it easier for Pennsylvanians to access coverage through education, assistance, and improved customer service.
Pennie will work closely with insurers to foster a competitive marketplace; with the Department of Human Services to support Pennsylvanians transitioning between Medical Assistance, CHIP and the marketplace; and with community and local leadership to promote and educate the public about the transition. Pennie has also significantly enhanced the state’s network of Exchange Assisters who provide multilingual support, in-person or by online appointment, across the Commonwealth. Pennie has also kicked off a streamlined, Pennsylvania-specific training for thousands of producers who will sell coverage as Pennie-Certified Producers during the 2021 Open Enrollment Period.

The City of Philadelphia has made a significant change to the amount of rental assistance funding that is available for Phase 2 of the COVID-19 Emergency Rental Assistance Program. Now, RENT CAN BE PAID UP TO $1500.00!. This increase will automatically apply to tenants that have already applied for Phase 2 funding, as well as all new applicants.

To Schedule a Mediation
The City of Philadelphia’s Eviction Diversion Program enables landlords and tenants to arrive at an agreement that works for both parties, without having to go to Court. This program is required for all landlords with tenants who have had difficulty paying rent due to a COVID-19 related hardship. Benefits of diversion and mediation include helping tenants avoid an eviction, while also helping landlords avoid vacancies and unit turnover costs.
To schedule a mediation, landlords must first submit an application through the web portal (link below). Once it is confirmed that the application is complete, the landlord and tenant will be scheduled for a mediation within 30 days.

The deadline to apply is currently Sep. 30, but state lawmakers are considering giving people more time to apply, as well as changing some of the program’s rules.
There’s a lot of confusion about where things stand with evictions in Pennsylvania. At the beginning of September, the state’s ban on evictions expired and a new federal one went into effect until the end of the year.

The 2020 election is about to begin. Be prepared…

=First, make sure you’re registered: Check your registration, and if you need to register, do so online. The deadline is Oct. 19.
=Request a mail-in ballot: Apply online by October 27, but don’t delay—and return your ballot as soon as possible after you receive it.
=BYOBallot: Build your own ballot with C70’s nonpartisan PA Voter Guide. Type in your address and you’ll find information about all the candidates and questions on your ballot. Select your choices, print it out and bring it with you to the polls.
=If you’re going to the polls: The Philadelphia City Commissioners updated their polling place list last week. They have now assigned locations to 880 divisions, more than half of the city’s total of 1703. Almost all (94%) are the same as in 2019. They promise a complete list 20 days before the election. PA voters outside Philly can find their polling places (and find demonstration videos of their new voting machines) at VotesPA.com.

Maintenance of vacant land, stewardship of community green spaces, and the creation and maintenance of our urban forest are essential components of SKCP’s efforts to enhance public safety, health, and quality of life in the Olde/South Kensington neighborhood. The Greening Programs Coordinator (GPC) plays a critical role in this work by managing vacant land and corridor maintenance contracts, supervising crews, developing new fee-for-service opportunities, and supporting workforce development. The GPC will also assist with community cleanup and greening efforts and facilitate neighbor-led efforts to create and preserve community green spaces.

Appeal the Decision Denying Your UC Benefits!
How to Appeal Your UC Decision During Covid19.
If you receive a Notice of Determination finding you ineligible for UC benefits and you disagree with the decision, you must file an appeal within 15 days of the decision’s mailing date. (* Even if you are outside the 15 days, still appeal. Given the public health crisis, there may be more leeway with late appeals. But try your very best to appeal on time.)

Pennsylvania Supreme Court Extends Vote By Mail Deadline, Allows Drop Boxes.

The court extended the deadline for accepting mail ballots, will allow voters to submit their ballots through drop boxes and removed the Green Party's candidate for president from the ballot. Mail ballots will now be accepted if they are received by 5 p.m. on the Friday after the election and were either postmarked by Nov. 3 or there is no evidence to suggest they were sent after Election Day. Previously, mail ballots had to be received by 8 p.m. on Election Day. Though the decision will enfranchise more voters — it will also mean that a final vote tally will take longer to certify. Under current Pennsylvania law, clerks cannot begin counting mail ballots until Election Day. In other rulings Thursday, the Pennsylvania Supreme Court also upheld a state law that poll watchers must be registered to vote in the county where they're observing the polls.
